Assignment Title: Consulting Services to Support the Development of Data Collection Tools andthe Implementation the Management of Information Systems for the Project.

The Government ofLiberia has received financing from the World Banktoward the cost of the Youth Opportunities project, and intends to apply part of the proceeds for consulting services.


The consultingservices ("the Services") include the development of data collection tools and the implementation of the Management Information Systems for the project, providing a turnkey solution fordata collection and data management, provision of hardware for data collection, training other service providers and YOPimplementing partners, as well as providing technical assistance for theduration of the contract.


The Ministry of Youth and Sports now invites eligible consulting firms("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide informationdemonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteriaare:

·       Demonstrated experience in implementing data collection software solutions in Africa overthe past 5 years. Experience should be demonstrated by providing a list of the solutions with numeric statistics and the workflowmanuals, report and client satisfaction certificates that resulted from these exercises.

·       A duly registered business entity and has been engaged in the business of providingconsulting services that has not been declared ineligible to participate in any public tender in Liberia orelsewhere.

·       Capacity to store and maintain data in a manner that protects respondent's identities.

·       Expertise in the design and development of information systems for Social Protectionprograms during the last 5 years is required.

·       Strong capacity and experience in planning and organizing survey logistics, including thedesign and implementation of protocols to ensure high quality data.

·       Experience with free and open-source set of tools which help organizations author, field, and manage mobile data collection.

·       If subcontracting is envisaged, the data management firm must clearly indicate which partsof the work will be subcontracted. The qualifications and capacity of the sub-contacted firm shall be submitted for evaluationaspart of this REOI. The data management firm must accept full responsibility for any work that is subcontracted.

·       Abilityto report to MYS PMT effectively on progress of the work, including the submissionof interim entered data and the identification of noticeable difficulties.

·       Be ready to assume work as soon as possible.


The attention of interested Consultants is drawn toparagraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultantsunder IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 (revisedJuly 2014) ("ConsultantGuidelines"), setting forth the World Bank's policy on conflict of interest.


Consultants mayassociate with other firms in theform of a joint venture or a sub-consultancy to enhance theirqualifications.


A Consultant will be selected in accordance with theQuality and Cost-Based Selection (QCBS) method set out inthe Consultant Guidelines.
