Evaluation of AFD budget support for forestry sector in Turkey (2011-2017)

   Since 2011, AFD and EIB have been jointly supporting the strategic axes of Turkish forest policy by providing parallel financing. AFD in particular supported this national policy through three successive budget supports for the program: 1st Forestry Sectorial Loan (CTR 1026) for the period 2011-2013, 2nd Forestry Sectorial Loan (CTR 1045) for the period 2014- 2015 and 3rd Forestry Sectorial Loan (CTR 1057) for the period 2016-2017. In addition to this, AFD is financing a technical partnership between GDF (General Directorate of Forestry of Ministry of Forest and Water Affairs) and its French homologue ONF (Office National des Forêts) which is ongoing since 2013.
In this context, AFD wishes to hire consultants between September 2017 and January 2018 to conduct the evaluation of the three projects and the technical cooperation.
The skills required for conducting this evaluation are those of a team of at least two key experts, with one national expert and one international expert, covering the following fields of expertise:

- strong knowledge and professional experience in evaluating development programs ;
- demonstrated reference in the design or monitoring of program/budget support modalities;
- experience in monitoring/ evaluating budget support (two experiences of budget support evaluation);
- technical and sector knowledge and expertise in the fields of forestry sector, fighting against climate change, governmental policy strategies and public finance,
- professional experience in Turkey;
- adequate language skills : French, English and Turkish (perfect proficiency for all three languages)

CALL FOR EXPRESSION OF INTEREST

Evaluation of AFD budget support for forestry sector in Turkey (2011-2017)

1- The impacts caused by climate change, the levels of erosion (one of the highest in the world), combined with the industrial and urban development resulting from strong economic growth, have led to a degradation of Turkish forests (both in quality and surfaces). In order to curve the trend, Turkey launched a very proactive afforestation policy. The Turkish forestry policy aims to increase the forest cover of 27, 7% to 30% of the territory between 2012 and 2023 and to upgrade the productive potential of these ecosystems goods and services. (For information: according to official statistics from TURKSTAT, by 2015 Turkish forests cover 22.3 million ha which represents 28.6 % of the national territory.)

Since 2011, AFD and EIB have been jointly supporting the strategic axes of Turkish forest policy by providing parallel financing. AFD in particular supported this national policy through three successive budget supports for the program: 1st Forestry Sectorial Loan (CTR 1026) for the period 2011-2013, 2nd Forestry Sectorial Loan (CTR 1045) for the period 2014- 2015 and 3rd Forestry Sectorial Loan (CTR 1057) for the period 2016-2017. Those have been AFD’s very first sovereign loans to Turkey. In addition to this, AFD is financing a technical partnership between GDF (General Directorate of Forestry of Ministry of Forest and Water Affairs) and its French homologue ONF (Office National des Forêts) which is ongoing since 2013. The aim of this technical cooperation is to develop exchanges of experience, tools and know-how on themes which are defined by the two institutions according to mutual priorities.

2 - It is paramount for AFD to take stock of the related effects and/or the perspectives of the effects related to these interventions, and provide recommendations for future phases.

3 - In this context, AFD wishes to hire consultants between September 2017 and January 2018 to conduct the evaluation of the three projects and the technical cooperation.

The objective of the evaluation is to assess to which extent AFD’s budget support accompanied by technical cooperation activities of GDF and ONF (which is also financed by AFD) had an impact on the implementation of the forestry policy (strengthening of a climate-oriented forestry policy, better predictability of disbursements, securing of bigger budget allocations, better ownership, reduced transaction costs, etc.) and on the forestry public institutions. The evaluation should also infer recommendations for the program stakeholders and for AFD portfolio in Turkey.

4 – The skills required for conducting this evaluation are those of a team of at least two key experts, with one national expert and one international expert, covering the following fields of expertise:

- strong knowledge and professional experience in evaluating development programs ;
- demonstrated reference in the design or monitoring of program/budget support modalities;
- experience in monitoring/ evaluating budget support (two experiences of budget support evaluation);
- technical and sector knowledge and expertise in the fields of forestry sector, fighting against climate change, governmental policy strategies and public finance,
- professional experience in Turkey;
- adequate language skills : French, English and Turkish (perfect proficiency for all three languages)

5 - The total consultancy service provision for conducting this evaluation is estimated at roughly 70 working days.
6 – AFD invite the consultancy firms interested in the aforementioned services to furnish the information evidencing that they are qualified (brochures, references concerning the performance of similar contracts, experiences acquired in similar conditions, availability of required knowledge and qualifications among its staff or expert network, staff and financial resources, etc.). Consultancy firms may regroup to enhance their qualifications.

7 – AFD will shortlist up to 4 consultancy firms on the basis of the replies to the present call for expression of interest. The final selection will be made on the basis of a restricted invitation sent to the shortlisted consultancy firms, in accordance with AFD procedures.
