The Republic of South Africa has received funding from the African Development Bank toward the Municipal Financial Management Capacity Building Support and intends to apply part of the agreed amount for this funds to payments under the contract for the delivery of a training programme under the minimum competency levels for municipal officials

The services to be delivered under this project includes equipping municipal officials tasked with financial management responsibilities to deliver on their contracted mandate in line with the MFMA Act (Act 56 of 2003), the relevant regulations and guidelines including the reforms in this sector. The assignment seeks to attract an experienced and competent training provider to provide facilitation of learning, assessment, moderation for the minimum competency levels programme.
The programme consists of 15 unit standards over a 15 month period, targeting 50 officials responsible for financial management. The assignment will be implemented in two provinces, namely North West and Free State. The estimated period of execution is 15 months.

The National Treasury now invites eligible consultants or consulting firm to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services including brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. These eligibility requirements include: four (4) Lead Facilitators with at least a post-graduate degree in Economics, Accounting, Risk Management, etc.; a minimum of 6 years’ general working experience in a field related to the assignment; four (4) Constituent Assessors with are cognised formal qualification in Accounting, Economics, Finance or Risk Management or related to a field under the MFMA, registered with the LGSETA as Constituent Assessor; at least four years relevant working experience; four (4) Constituent Moderators with a recognized formal qualification in Accounting, Economics, Finance or Risk Management or related to a field under the MFMA; registered with the LGSETA as Constituent Moderators; at least five years relevant working experience.
