Location:                                SPC Geoscience Division, Suva, Fiji

Duration:                                One   year   renewable   for   an   additional   year    subject   tosatisfactory performance and a 3 month probationary period afterappointment

Disasters, climate and weather extremesand projected changes in climate, are increasingly recognised as a core development challenge, as they adversely impact social andeconomic development. The Pacific Resilience Programme (PREP) aims to strengthen disaster early warning and preparedness, and tointegrate disaster risk and climate change into development planning and financing. The PREP Phase 1 countries are Samoa, Tonga, Marshall Islands, and Vanuatu, as well as the Pacific Islands Forum Secretariat (PIFS) and the Pacific Community(SPC).

 

SPC wishes to invite eligible IndividualConsultants to express their interest in providing their services for DRM Technical Team Leader.

 

The DRM TechnicalTeam Leaderwill be responsible for providing effective leadership and coordinationof the activities assigned to SPC under the PREP. This will involve working closely with the relevant scientific/technical staff of the SPC Geoscience Division andPREP technical team to ensure that all outputs that SPC is responsible for are addressed effectively and efficiently and alsoprovide technical support, as needed, to PREP national projects. They will provide advice and support to assist in developing and implementing a new strategicapproach to DRM and Climate Change in SPC in line with the Framework for Climate and DisasterResilient Development in the Pacific (FRDP) and provide technical advice and support in connection with the institutional strengthening andcapacity building activities ofthe DRP.

 

It is envisaged one year, renewable foran additional year subject to satisfactory performance and a 3 months' probationary period afterappointment.

 

SPC now inviteseligible Individual Consultant to indicate their interest in providing the Services. Interested individual consultants must provideinformation indicating that they are qualified toperform the services: Curriculum Vitae (should includea description of education and general qualifications, similar assignments, experience in similar conditionsetc. and the names, business contacts and email addresses of threereferees).

 

The successful candidateshall have (Essential Qualifications and Knowledge/Experience):

Ÿ   A relevant postgraduate qualification in an area/field related to disaster risk management

Ÿ  7 years' experience in disasterrisk management, climate resilience and/or related fields with at least 3 years in a coordinationor leadership role;

Ÿ  Previous experience in the designand development of training and capacity buildingprogrammes;

Ÿ  Previous experience in projectmanagement, working with donors and developing countrypartners;

Ÿ  Ability to work as part of asmall team, with a high level of interpersonal skills

Ÿ  Demonstrated oral and writtencommunication skills in English

Ÿ  Excellent PC based computerskills, preferably with current Microsoft Word, Excel, Outlook, Project, andPowerPoint

 

Desirable Qualifications and Knowledge/Experience are:

Ÿ  Demonstrated understanding ofcontemporary issues relating to disaster risk management in thePacific;

Ÿ  Understanding of the DRM trainingcontext in the Pacific;

Ÿ  Understanding of and familiaritywith disasterresponse and recovery coordination in theregion.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits &Grants by World Bank Borrowers January 2011, revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policyon conflict of interest.

A Consultant will be selected inaccordance with the Individual Consultant Selection method set out in the Consultant Guidelines.
